Stonebrook Homeowners Association Meeting Minutes 9-09-02

Attendees: Jeff Kurle (President), Teri Johnson (Treasurer), Mike Sullivan (Board Member and Landscape Committee Lead), Pat Robinson (Board Member), John Junk (Landscape Committee member, Volunteer extraordinaire), Joel Chaplin (Secretary), Brian Westberg (Security and Safety Committee), Joyce Nelson (Homeowner), Craig Ramsay (Homeowner), Robin Stanko (Homeowner)

** Homeowners Concerns **

Discussed some general areas of concerns around why dues were increased, how much money is actually being spent on the ponds, and how money is spent and budgeted for the association in general.  John Junk reviewed the pond project and associated costs (now estimated to be approximately $21,600).  Teri Johnson reviewed the different type of expenses the dues cover, and also gave examples of unforeseen issues that might arise.  Mike Sullivan explained the history of the pond maintenance and the associated bond issues that were finally cleared up this year.

 

 - Speed Bumps

Jeff Kurle discussed status of speed bumps on 47th (Brian then arrived at the meeting to give us an update).  Brian mentioned that the public notice for the speed bumps would go up in October, followed by a public meeting at Green Gables for everyone in 600 feet of the bumps for approval.  Brian mentioned that Kirk Westrick would keep bugging the city to make sure they are on schedule, and Joyce Nelson also mentioned that she would help bug the city as well.  Actual installation of the speed bumps is likely 5-6 month away.

 

- -Mail Boxes

Robin discussed the desire to have the mailboxes on 47th reinforced them to make them stronger to prevent vandalism and theft.  Pat will look into feasibility and cost of reinforcing with steel.

 

- Credit Card vs. Line of Credit

Craig asked for clarification on if we were getting a credit card to pay for pond project.  Teri explained that the credit card idea was rejected in favor of a line of credit because the line of credit is a fixed term and can be paid off in January versus an ongoing expense.  Teri also explained that the line of credit was necessary to prevent a shortfall in the budget this year.

 

** Pond Landscaping**

Progressing on track, should be completed sometime in October.

 

** Treasurer Report **

Current bank balance is $25,486.  Approximately $8,500 is due to paid on lighting, which includes upgrade to electrical service.  John Junk explained that the city of Federal Way requires that “approved” contractors be used to install lighting.  John hopes to work through the hoops and installation is probably about 3 weeks out at the earliest.

 

It was also decided that we should go ahead and spend the money now to fix the pump on the South pond to get the water moving in that area.  John mentioned that the cost should come in well under $1,000.

 

** ACC **

With Doug Iverson moving, we need to find a new lead for this committee.  We need to have someone who is available most of the time and can be available.

 

** Landscape Committee **

Mike is going to send a letter to Family Landscaping (the company that did the work on 47th) to pursue getting some plants replaced, as some have died.

 

** Safety and Security **
Brian talked about efforts to get a neighborhood watch program going in the neighborhood.  Brian mentioned he would try and get the person from the city at next month’s meeting.

 

** New Business **

Need to shoot for a newsletter to be out by October.  Need to start soliciting subjects and authors.  Some things that come immediately to mind are the news on speed bumps, pond progress, etc.  Pat Robinson volunteered to author the newsletter.
