Jeff introduced board members and officers, and reviewed the agenda.
** Elections **
One Board of Director position was up for election. Jeff Kurle was nominated. As Jeff was the only person nominated, he was elected by a show of hands of those present.
** Presidents Report **
Jeff thanked John Junk for his work on the ponds and the tremendous volunteer work he has done throughout the neighborhood. Jeff also mentioned the accomplishments of the past year such as the addition of speed bumps on 47, and the establishment of a neighborhood watch program.
Some discussions also took place around the level of crime in the neighborhood, and the continued need for people to keep a watch out for suspicious activity.
Jeff then discussed the major goals planned for next year such as the upgrade of the islands in the neighborhood, landscaping of the South pond, and also the continued maintenance of the neighborhood. He also discussed a desire to have a reserve fund set up for potential legal actions against the association.

** ACC Report **
Mark discussed the role of the ACC and the activity throughout the year. Mark mentioned that there was a lot of activity this year for fences, paintings, etc. Mark also put out a call for volunteers to assist him on the committee.
A discussion ensued around possibly changing the language of the covenants to address the different types of roofs available to make it clearer that more than one type of shake is available (just need to avoid “3-tab” composite).
** Landscape Report **
Mike gave the landscape report for the year. He discussed the roles of the committee and the scope of maintenance that is required to keep the neighborhood looking nice. Mike also asked for volunteers if people would like to help.
** Treasurers Report **
Teri reviewed the budget status for the year and the forecast for 2004. Current balance as of 11/10 was $2,620.19
Teri explained some of the line item costs for 2003, and discussed the budget forecast for 2004. The largest budget items forecast for 2004 will be the island improvements, the South pond, and setting up a reserve fund for contingencies.
A question was asked on the professional dues line and the fact the amount budgeted was increased 2004. Teri explained that the dollars were allocated to this line to allow the use of legal support where required and where this would expedite the process. A suggestion was made that the budget line item was possibly too large, and discussion took place about reallocating this money to reserve. It was agreed to leave the line item as is for now.
** Christmas Lighting Contest **
More information about the Christmas lighting contests will be issued in the
month of November.
** Misc. **
- Russell Rosengreen presented the view protection amendment and asked for discussion (for and against) to clarify any questions around the amendment. Several statements were made both for and against the amendment and some constructive comments were heard. Some comments were made about the amendment being too broad (i.e. no definition of the word “view”), and the fact that “six feet” was felt to be too strict/limiting to enforce. A motion was made and seconded to postpone the vote on the tree height amendment until a new proposal is generated. The proposal should then be brought back to the association for a vote after further discussion via a separate meeting. Russell will try and email out the document for comment. It was also suggested that a time frame for comments be made and held to. The motion was approved.
- Jeff discussed the annual garage sale and solicited volunteers for next year’s event. There was also some discussion about the desire/value of having the annual sale and did it bring unnecessary traffic to the neighborhood. Ideas were put forth on how to make this more successful, and it is clear that better communication (and more volunteers) is needed and a consistent annual date would help.
** Homeowners Suggestions/Questions **
- A suggestion was made to advertise services (such as landscaping, etc.) on the Stonebrook website so that people would use neighborhood people first. It was also suggested that we could make better use of the web and mailing lists to get information out in a broader fashion.
- A comment was also made concerning the amount of “debris” and yard damage that has occurred due to inconsiderate dog walkers.
