Minutes for June 12, 2007

Meeting held at the home of Elizabeth and Bruno Marcoccia

 

Attendance:

Call to Order:

           

Elizabeth called the meeting to order at 7:00 PM

            The reading of the minutes was waived.

 

Reports from Officers:

           

**Treasurer:                             Mike Sullivan

The Treasurer being absent, Elizabeth Marcoccia summarized the budget info and other notes given to her by Mike Sullivan.  The current bank balance is $34,833.37.  Dues are still owed from 5 homeowners and a final notice was sent to them in mid may with note that liens would be filed by July 1.  Teri will take on the process of contacting the lawyer, notarizing the legal notice and filing fee.  One of the homeowners already has a lien, so another one for him isn’t needed.  Assuming they don’t pay, we’ll be $1240 short in the treasury this year.

Committees:

           

            **ACC Report:

One ACC request was submitted and given to Eloise Trout and Kris Hare for consideration.

Eloise Trout and Elizabeth Marcoccia walked through the neighborhood a few days before Memorial Day Weekend and made a list of properties in need of care.  A formal letter was sent to two property owners asking them to maintain their property.  A follow-up on the other properties will be made by Eloise and Elizabeth in a couple of weeks.

 

            **Landscape Committee:

            Tim Roberts was absent.  See notes on fence issue.      

 

            **Web Site

            Eric reported that the website is up to date and asked to e-mail any updates.

 

            **Legal Liaison                        Teri Johnson

As follow-up to original May 14th letter sent to all residents, a second letter was sent to specific residents in violation of Rules and Regulations of the Stonebrook HOA.  As there have been problems in the past with promised work not completed, if the residents agree to comply with stated Rules and Regulations, they must write a letter stating what type of work will be completed along with the specific dates of completion.  If the residents either ignore the second letter or do not complete the said work by the specified date, then a third letter will be mailed to them stating the exact date, time and job to be completed by a contractor hired by the Stonebrook HOA.  The above procedure was discussed and approved by the Stonebrook Officers.

 

            **Welcoming Committee                      Alison Elgar and Sue Fuller

Reports welcoming and meeting new neighbors, including Yule and Choi Kim-Hong.

 

 

            **Neighborhood Watch                       Holly Rose

Holly Rose was not present to report but asked Elizabeth Marcoccia, by email, for the complete list of all homeowners and their address.

 

Old Business:

 

            **Fee and Fines Schedule                    Teri Johnson

Only one comment was received by Elizabeth Marcoccia from a concerned neighbor who thought the HOA was actually changing the covenants.  Elizabeth explained to the neighbor that the Association was doing no such thing, and that this information could be verified in the Covenants document.   Teri will find out from Mike Sullivan if any other comments were received from residents. The official document will be finalize with the lawyer, will then be signed by at least two representatives of the Board of Director, then copied and mailed to the residents. Fee and Fine Schedule will be approved on June 14, 2007 if no further inputs or distention are being relayed to the HOA before that date.  It will then be adopted as printed.

 

            **Covenant Revision for Roofing Standard                   Pat Robinson

The discussion is still ongoing.  Mixed opinions were brought up on this issue.  It was strongly suggested by Kris Hare to visit older neighborhood, such as the Tacoma neighborhood along Nassau Dr. and see what those materials look like after 6 to 10 years.  It was recommended by Bob Trout to find an objective and knowledgeable professional to come and talk to the members of the pros and cons of all roofing options.  Resident Carlos Cruz (Tile Tech) stated he could find such a person.

Pat asked to talk with HOA lawyer regarding the appropriate legal wordings to be used in the covenants, and what should be the standard.  The board approved Pat discussing the above with the HOA lawyer.

 

            **Fence Repair On Path to Dash Point State Park        Tim Roberts

Elizabeth Marcoccia will follow-up with Tim Roberts on the costs of repairing the fence.  The South side fence has debris that needs to be removed. Mark Oswald will talk to the owner of the property boarding that fence about not adding more debris.  

 

            **Officer Vacancies

Elizabeth attempted to recruit Carlos Cruz for Vice President Vacancy, unclear if he is interested.

 

New Business:

 

            **New roofing material proposed by Tile Tech (Carlos Cruz):

Carlos Cruz discussed metal roofing options.  Steel, stone coat, different paint options, costs, pros/cons.  He left brochures and contact information.

 

            **South Fountain:

Tim Roberts sent an email to Elizabeth, following a complaint from a neighbor.  He mentioned that the pump was removed by John Junk who will rebuild it, thus avoiding the purchase of a new one.  Eric will post an update on the website to that effect.

           

            **Landscaping Non-Compliance:

                        Please see above notes. 

 

            **Repair/Replacement of Fence near Pond:

The fence by the North Pond is in need of repair or replacement.  There was a question regarding the ownership of the fences by the ponds.  It was agreed on by the Board members that the fences by the ponds belong to the HOA, and therefore, any repairs or replacement costs should be covered by the HOA. Elizabeth will follow-up with Tim Roberts and Mark Oswald on what needs to be done with the North pond fence.

 

            **Speed Bump Installation near Green Gables:

Eric Elgar mentioned an article in the Mirror about speeding problems in front of the Green Gables school.  After such an article, the City went immediately ahead with monitoring the traffic.  Eric will follow-up on the status of this issue.

 

            **Newsletter (Elizabeth):

Volunteers for articles: Pat and Chris to write articles pros/cons of allowing new roofing materials, Eric will write an update on Northshore, Teri will address non-compliance covenant enforcement, Elizabeth will write about dogs running loose, upcoming neighborhood party and invitation to all homeowners to advertise their company in Newsletter and Website. 

 

            **Advertisement in Newsletter and Website:

We talked about making it free in this next issue for the Board members.  We need to come up with a fee.  We are still looking for someone how would work on the Newsletter.  As of now, Elizabeth will work on this issue.

 

            **Foreclosure On Stone Brook Home:

We are trying to figure out what the status is on a property located on 49th Ave SW.  Someone living in the house, and who is related to the owner mentioned something about the property being seized in a very near future, and for that reason no one will be taking care of the lawn and landscape.  It is unclear who owns the property at this time, due to possible U.S. Marshall and DEA involvement.  Until we know for sure, we cannot go on the property for lawn maintenance.   Kris and Elizabeth will research the status of the property.

 

 

            **Summer Party

Will be held at the end of the summer, September 8th on 333rd Ct (lower cul-de-sac).  Burgers, hotdogs and drinks were discussed as being provided by the HOA, asking residents to bring side-dishes.

 

            **Fireworks

A bulletin will be placed on each mailbox with a City of Federal Way Policy prohibiting fireworksElizabeth Marcoccia will take care of this project.

 

            **Dogs Off Leash

                        Chows have been off-leash in the neighborhood.  Elizabeth will include an article in

                        Newsletter addressing this issue. 

 

Continuing Business:

 

            **Save NE Tacoma

                        Next meeting is June 21st, 2007 at 6:30 PM, at Meeker Middle School.  Eric Elgar

encouraged others to attend, reminding everyone that if participation wanes, it may affect the force of the community action.  He asked for volunteers to help distribute fliers about the upcoming meeting.  Elizabeth and Cynthia volunteered.
