Call to Order:

Debra called the meeting to order at 7:00 p.m.     A quorum was present with 25 homes present and 4 homeowner proxies for a total of 29 homes represented.

Mike Sullivan reported that 2 new liens have been recently filed and one property has gone in foreclosure.

Mike also mentioned that an invoice was sent to the non compliant homeowner who had until October 8th to complete the work on and around his property.  The amount as of this day is $1,200.00.  The homeowner never tried to contact any of the board members.

 

Mike Sullivan reviewed the 2007 Budget and the projections for 2008.  A copy of the 2008 Budget can be found on the Stone Brook website.

 

Reserve is $12,000 this year.  If there is no large spending during the year, we can expect to have an extra $3,500 in our Reserve by the end of 2008.  It was suggested that we use some of the monies in the Reserve to help support of NE Tacoma Committee.  We will wait for the first meeting of the year to vote on how the Association should and can get involved.

 

Reports from Committees:

 

**ACC                                                             (Mark Oswald, Bob Trout, Eloise Trout, Kris Hare)

Kris Hare mentioned that a few homeowners have done some projects on their property without submitting the ACC request.  She suggests that an article be written and posted on the website.  Everyone needs to understand that a request must be submitted to the ACC before beginning any work.

Kerry Abington questioned if it was necessary for homeowners to ask the ACC for approval if the homeowner plans on painting their property the same color. The ACC committee all agreed that this is the process.

There were more requests in 2007 than in any previous years for home improvements.

 

**Landscape Committee                                    (Tim Roberts)

 

Tim updated the HOA on the 2 new pumps that were bought and installed to replace the 2 broken ones.  He also mentioned that the city will come back during the summer of 2008, as soon as it is dry enough, to again empty and dig even deeper at the bottom of the ponds and get as much silt out as possible.  This should help the pumps function properly for a long time.

 

Tim also brought up the possible issues we might soon have with the 20 year old irrigation system through the several islands in the neighborhood.

 

Fence repair on the path to Dash Point State Park and by the North pond are still pending.  The rod iron fence repair is still on hold.  Bob Searcy gave Tim a new name and number of a company that works with rod iron and might be able to build a new piece to replace the broken one that is holing the door to the South pond.

 

**Web Site/NE Tacoma

 

A community meeting aimed at stopping the development at North shore Golf Course will begin at 7 p.m. Nov. 20th at Meeker Middle School, 4402 Nassau Ave NE in Northeast Tacoma.  To learn more, call John Lovelace at (206) 498-5131.

 

**Welcoming Committee                                   (Sue Fuller)

 

            Sue Fuller reported that there were no new neighbors in October.

 

**Neighborhood Watch                                     (Holly Rose)

 

An email was sent to all homeowners regarding an unknown white van and unknown black van that have been casing the neighborhood. If you notice any suspicious activities please call the Federal Way police department. It is typical to have an increase in home invasions during the holiday season.

 

Holly talked about the October 1st meeting held with the Federal Way Police at Green Gables and gave ideas on how people can protect themselves and their property.  She also announced that the next meeting is scheduled for December 10th and will confirm the date and post it on the website. Jerry Kurtti offered to host this upcoming meeting at his house located at 32903 47th Ave SW. 

 

Holly mentioned that a spokesperson for the Federal Way Police, Stacy Flores has offered to come and visit any homeowner who would like their property inspected for home security.  Any information related to the neighborhood watch can be found on the Stone Brook website at www.stonebrook.net.

 

Old Business:

           

2007 Review:

            Approval and enforcement of our Rules and Regulations

            Approval and recording of a new Covenant regarding roofing material standards

            New and regularly updated website

            Installation of 8 new mailboxes

            Creation of Neighborhood Watch and Welcoming Committee

Installation of two new fountain pumps

Successful “Get to know your neighbor” summer party

Updated homeowners contact list with email addresses

 

Holiday Party

The party will be hosted by Tim and Debbie Roberts at 32908 47th Ave SW, from 6:00 pm to 8:00 pm on December 16th.  The ballots for the Lighting Contest may be picked up at Tim and Debbie’s house after 5:30 pm or may be downloaded from the website at www.stonebrook.net

 

New Business:

 

2008 Budget suggestions

Mailboxes:  there are approximately 5 mailboxes that will need to be replaced.

Spring Fling Neighborhood party:  Robin Stanko will chair this and would appreciate any help. The date is still to be determined but should be sometime in April.

 

Change in meeting day:

It was proposed to hold the monthly meeting on a different day of the week:

Most homeowners felt that the day should remain the second Tuesday of each month.

 

Newsletter:

It was suggested that the newsletter be done electronically on the website. The cost of the postage and mailing has increased and most homeowners would prefer receiving an email notice to refer to the website for information.

 

New Officers and Board Member:

Teri Johnson informed Elizabeth that she has other commitments and would like to remove herself from the legal liaison position. It was agreed that this position be dissolved and the responsibilities be returned to the position of the President.

 

Mike Sullivan resigned his position as treasurer and Debra Cammack has volunteered to step aside from the Co-Presidency and serve as the new treasurer. The nomination was seconded and the vote was unanimous by voice vote.

 

Alan Crowder volunteered to serve on the board for the three year term. The nomination was seconded and the vote was unanimous by voice vote.

 

Elizabeth Marcoccia will continue to serve another year as president, Carlos Cruz will remain as Vice President and Tim Roberts will remain as Landscape Lead.

 

Bob & Eloise Trout have decided to leave the ACC committee. Bob Searcy volunteered to join the committee with Mark Oswald and Kris Hare.

 

Eloise Trout is resigning as Garage Sale Chair. The HOA is in need of a new volunteer. Please ask your neighbors if anyone is interested and let Elizabeth know.

           

The discussion was opened to questions, concerns and ideas for the upcoming year.

 

Bob Searcy asked if we have received any requests for more street lights. Our neighborhood does get pretty dark, especially on 329th.  We will add this to the January agenda. 

 

Eloise Trout suggested that the HOA hire and pay a company to have the addresses repainted on the sidewalks.  This was done several years ago and the addresses are fading. This would be of a great benefit in case of an emergency. Street addresses are difficult to see on some homes.  There are mixed opinions with this regard.  Bob Searcy also brought up the idea of using brass numbers that could be posted on the street light in front of everyone’s home. We will add this to the January agenda

 

Johnway Gao suggested creating a voting system online via the website, thus facilitating future voting situations, such as change of covenants.  Patrick Robinson recommended against it, saying that it would make it too easy for anyone to try to change the covenants.

 

The annual neighborhood garage sale will be held May 3rd. The cost will remain $5.00 per family. The $5.00 goes directly to the cost of the advertising in the newspaper. New signs will need to be ordered and the cost should be budgeted for. We need a volunteer to chair this event.

 

Kerry Abington inquired about the power that the HOA has to prevent homeowners from cutting their trees.  The HOA has no control over the issue of tree removal on a homeowner’s property.

 

Next meeting will be held on January 8th, 2008, location to be determined.

Joe Doyle and Denny from the Save NE Tacoma gave a presentation regarding the issue involving the massive development that could likely take place on the Northshore Golf Course.
